Copyright and Resource Policy
This page sets out, plainly, what RCF English will and will not publish. It applies to every past paper, worksheet, model answer and literary extract on the site.
Reporting a copyright concern
RCF English respects intellectual-property rights. If you are a copyright owner and believe that any material available through this website has been used improperly, please contact us with the resource title and evidence of ownership. We will investigate and, where appropriate, remove or correct the material promptly.
This notice is how an owner reaches us. It is not permission to publish copyrighted material, and we do not treat it as one: a resource is checked for ownership and redistribution permission before it goes on the site, not after a complaint arrives.
How a resource is classified before it is published
Every file offered here falls into one of these groups, and only the first three are ever published:
1. Written by RCF English. Our own lessons, notes and practice material.
2. Official Sri Lankan government material clearly released for public access. Where an official page or download exists we link to it rather than host a second copy.
3. Third-party material with explicit permission to redistribute.
Everything else is held back: commercial books, scans of books, copyrighted workbooks, files with no stated author, and material made by other teachers or institutions without permission. Crediting an author or an education office is not permission. Anything uncertain is marked Copyright and permission review required and stays unpublished until ownership is confirmed.
Our own books are a separate case. Books published by RCF Publications are sold through their retailer and may be enrolled in schemes that require the digital edition to remain exclusive to that shop. We therefore show the cover, the description and a link to buy, and we do not place the complete book on this site, even while it is on a free promotion.
The rule we work by
A resource is published on RCF English only if at least one of the following is true.
The existence of a copy of a document — in a shared folder, on a messaging group, or anywhere else on the internet — is not permission to publish it.
- RCF English created the resource itself.
- The copyright holder has given permission for it to be distributed.
- Rohana Fernando has personally approved its publication.
- It can lawfully be linked — not copied — from the official website that publishes it.

- Model questions and model answers written by RCF English
- Worksheets and revision material created by RCF English
- Papers whose copyright holder has given permission
- Links to past papers on the official websites that publish them
- Short quotations from literary works, for study and criticism, with the author named
What we do not publish
- Copyrighted past papers copied without permission
- Complete copyrighted poems, stories, plays or novels
- Complete paid eBooks or books belonging to any publisher
- Marking schemes we are not entitled to distribute
- Anyone's private files, correspondence or personal data
- Material of uncertain origin, on the assumption that it is probably fine
Literary texts
Literature teaching needs the text, but copyright law protects it. RCF English handles this in the following way.
Where a text is out of copyright, longer extracts may be given. Where a text is still in copyright, the study material stands on its own and the student is expected to have the prescribed book.
- Summaries, plot outlines, character notes, themes and analysis are original work written by RCF English and are published freely.
- Context questions, essay questions, model answers and revision exercises are written by RCF English.
- Quotations are kept short, are used for study and criticism, and always name the author and the work.
- Complete copyrighted texts are never reproduced.
Material created by RCF English
Lessons, guidance, model answers, worksheets and activities on this site were written by RCF English unless a different author is named on the page.
Teachers and students may use and print this material for teaching, learning and revision, with acknowledgement. It may not be republished as someone else's work, sold, or included in a commercial product without written permission. Books published by RCF Publications are sold separately and are not covered by this permission.
If you believe something here should not be
If you are a copyright owner, or you act for one, and you believe material on this site has been published without the right to do so, please tell us. Material that is the subject of a genuine complaint is taken down while the position is checked — it is not left up while the matter is argued.

No official status is claimed
RCF English is an independent educational platform. It is not endorsed by, approved by, or affiliated with any government department, examination authority or public institution, and nothing on this site should be read as suggesting otherwise.
Model answers and guidance on this site are teaching material prepared by RCF English. They are not official answers, and no guarantee of any examination result is made or implied.
